That’s just a manufacturing quirk- the positioning doesn’t matter. The ‘recommended’ sizes are just suggestions and do seem to run small. We’ve been using a 3 since 2 weeks and are still using ‘3’ at 5 months. We tried both 2 (way too slow) and 4 (too fast) but that really depends on the individual baby. If you look at how the vent works- it’s just a little silicon valve almost identical to the duckbill in Spectra pumps. It works on pressure differentials created by sucking fluid out.

If you are going to pump, think about what can work together to reduce the need for adaptors or even more inconveniently different bottles for pumping and feeding. Personally the combination of a Spectra pump, Maymom (from Amazon) bottles and collar with Pigeon wide neck teat work great. The bottles attach directly to the pump and the collar is compatible with the pigeon wide neck teat. You can pump, put the collar and teat on the bottle and feed or use it for formula.
